No power to fuel pump or starter

2009 manual cobalt ls. Clutch failed, replaced clutch, car wouldn’t start after. I’ve had all the wires and grounds checked, was told they’re good. I was told by a mechanic that it was a failed ecu, ordered a programmed “plug and play” ecu, car still won’t start. I’m at a loss and don’t know where to go from here. I’m not a mechanic and don’t know a whole lot. The OBD port doesn’t work, not sure why, hasn’t the entire time we’ve owned the car. My dad left this car to me, he recently passed, clutch went out day of his funeral and I’ve been trying to get this car going since. Any help, recommendations, anything is greatly appreciated.

Edit to add: the instructions that came with ecu mention doing a key relearn process. I’ve attempted, however the security light goes out after a few seconds, it doesn’t stay on a full 10 minutes like it’s supposed to.
