I actually pulled all bulbs out of the car and checked all connections and still the fuse will blow with no light bulbs in

Instead of continuing to blow fuses you can try using an ohm meter and testing for ground at the fuse block. Unplug all the lights and cluster elements that light up (gauges, HVAC, door lock switches, stereo, airbag indicator), then once you have zero continuity between the fuse spot and ground start plugging things back in until you find what makes it go to ground. I'm thinking you probably have a bare wire somewhere but modules are easiest to check first.

Ok check all wiring that I can see, changed both tail lights, Done something by moving the wires around by the battery but none were touching metal that I can see. Had all lights working, drove 1/4 mile lost dash and tail lights. Went back a move wires by the battery nothing. Decided to put a jumper wire in fuse block just see if I had lights. I had tail lights but no dash lights. Put 10 amp fuse back in and have tail but no dash. ??????? Drove 30 minuets nothing changed. Now what???

Disassemble the dash and find where the wires aren't working. Clearly you have a damaged wire somewhere, the dash is as good a place to start as any.
