20078 Cobalt will not start after ignition lock activated

Our daughters Cobalt was disabled after her x canceled insurance, once she obtained her own policy the car was enabled, but it wouldn't start.
Here's the story;
Once the car was enabled her Dad went out to start it, the Cobalt
wouldn't start. Daughter called the company back, they had made a mistake and assured her that it would be enabled. The Cobalt would not start and after hours for the company.
We got to thinking it may have something to do with the anti-thief detection, so we did a reset following the directions found online. Actually, we did a 10 minute reset and when that didn't work, we did a 30 minute reset, but Cobalt still wouldn't start.
The Cobalt now has "engine power reduced" displayed, and a scan produced error code 1682. The engine turns over but will not start.
Don't know what to do, any suggestions?

How exactly was the Cobalt "disabled"?

That being said, look over all the fuses relating to the ignition because that's what code you're throwing and possibly into replacing the battery.

Her paperwork terms it as "Ituran USA Control/Collect Payment Assurance GPS Device". "The device" is installed on vehicle, if you miss payment or let the insurance lapse, the lender (or lender agent) disables the vehicle, the GPS pinpoints its location so they can repo it.
My husband is out checking the fuses as you suggested. I'll let you know what happens.
