08 cobalt tpms & traction control issues

Hi all, new member, first post. First cobalt. Sorry for a long post, but wanted to give as much info as I could.
I have a 2008 cobalt ls. Manual windows & locks. Just hoping for reliable work car. Bought it needing some work(had a timing rattle. New chains, guides, & tnesioner later and.its all better)and am here for help with an issue with tpms & tc.

I bought the car with a tpms light & traction control light on. Scanned the sensors and had 2 dead. I went ahead and replaced all 4 considering the age and liking a clean slate. Went to program, and am unable to. I have a 2 button steering wheel, when i get to the learn option and hit/hold enter, nothing happens. Just eventually times out back to mileage/ temperature.

I have a launch x431pro3s scanner with the paired x431 tpms tool.
Going into the RCDLR with the scanner, I have a C0569(which i can not get to clear)
Checked fuses (recommendations from other posts) and they are good & not corroded. Tried writing sensors to the car and scanner says complete but no pressures show on guage and still error message & tpms light (also tried on my autel tpms tool).

Complete code history
Ecm- P0573 & P0700
Tcm- P0573 & P0705
Ecbm- C0561-71
Rcdlr- C0569

All codes will clear but C0569 stays(trying to.knock them all out as I go along)
Was only given 1 key upon buying and no key-fabs, but with manual locks & windows I wouldn't assume it has a key-fab.
I'm pretty decent around cars, but am no master tech. I have tried everything I can think of, so I'm here now. My last resort would be paying a dealer any $$$. I pay for tech2 before spending anything at the shady chevy dealers in my area.

I would appreciate any help/insight to this.

I think an alternate way for syncing tpms sensors is to release air pressure on the tire your syncing while in learn mode. Could give that a try if you have not already.

I appreciate a response and the idea.
But unfortunately, the car will not enter learn mode. I can get to it on the dash, but it will not initiate. I tried holding and pressing in many variations, but it eventually times out.
I am able to complete other commands( reset oil life, etc, etc) so i know the buttons work on the steering wheel.
