08 cobalt Ls p0411 code

Hey guys I have had this on for a while now I know it's secondary air injection just want to know if anyone else has had this problem the fuse and relay are good and the valve seems ok I took it apart and cleaned it real well i just don't want to go throwing a pump at it it's not cheap
