Did you check the fuel pump fuse and relay and have 12 VDC through both ? Did you check to see if you are getting 12 VDC to the connector at the fuel pump ?
If you have troubleshot the problem and can say yes to all the above, the next step is to undo the fuel line at the pump and see if fuel comes out at the proper pressure.

How many miles does your cobalt chevy have? I ask you, because my gas pump stopped working at 112,000 miles.

Check your filter. I had this problem a while back & it actually ended up sending some junk to my injectors. Replaced the filter, checked for pressure. The old filter was clogged providing little to 0 pressure.

I have a similar situation. Did you find a solution? I have 2v at the fuel pump relay.
