Fan never shuts off?

Maybe the fan isn't actually on, but when I have everything turned off, there's still air seeping out of the vents, just enough to notice.

If i've just started up the car, it's usually hot air. If the A/c has been on, its pumping out cold that I assume is just lingering in the vents.
Either way, it's blowing air at me that I'm not controlling, so I have to turn on climate control just to make it the right temp.
(It's summer now, I prefer to drive with the windows down, but I can still feel hot air coming from the vents until I turn on the A/C)

That's normal at speed. You can hit the recirculation button to stop it from blowing.
Tried this, hitting the button causes it to spit out cold air, but doesn't stop the blowing, if anything, makes it blow more.
When you're moving and the fan is off, you will still get some air coming through the vents due to the location of the air intake for the cabin being at the base of the windshield.
Not really a problem, just an observation I've never had in other cars, was just curious if this was common or just my car.

You didn't state what year your cobalt is? If you have 05 or 06, and remove the cowling under the wipers, you will find a black mat affixed above entrance to the heater box(passenger side). This is only on early models. Later models do not have this. The black mat may have become detached. If you have a later model, the size and positioning of the opening has changed, but there is no mate. Maybe you could install the mat from an earlier model. Or use something in it's place. It would most likely restrict the air you are feeling.
