2006 cobalt automatic wont shift into 4th gear

I just purchased a 2006 Cobalt LS 2.2l engine 4 door. Has 134,000 miles. Was a one owner who kept the car maintenance maintained. Was told that it needed a new transmission. After driving the vehicle before I bought it I noticed that it shifts a little hard from 1-2 gear only changes to 3rd smoothly but prematurely and will not shifts into 4th gear at all. I only paid $500 and bought the car. I've been driving around town as little as possible but it's my only car at this point. Had codes pulled and was given the generic PO700 code originally. Which relates to the TCM. Had mechanic use scanner and he also pulled PO700 but also had a PO974. Had fluid level checked by mechanic and it was full. The later code relates to solenoid A high circuit. From watching YouTube videos I have seen there are 3 solenoids at the top inside of transmission. Does anyone know if that solenoids A would cause the loss of 4th gear? I apologize for the long post but wanted to give all the information that I have obtained. This car has no other problems mechanically and the entire vehicle inside and out is in very good condition to be a 2006 model. I appreciate anyone who can give me some information about this 4th gear issue.
